A Ferengi ship has stolen a T-9 energy unit from the Federation. The Enterprise chases it into an uncharted system where the two ships become immobilized over a planet. This planet houses the last remains of the Tkon empire. The guardian of the outpost, called Portal, puts a moral test to the crew and they succeed and ask that the Ferengi also be spaired even in light of their brutality.
An early version of the script may have had the Portal as a gnome.
