Raúl Cubas Grau (born 1943) was the President of Paraguay from 1998 until 1999. Prior to standing for election, he worked as an electrical engineer, and served as finance minister of Paraguay from 1993 until his resignation in April 1996.

Cubas was elected standing for the Colorado Party, principally on the platform of freeing Lino Oviedo from prison, which he did almost immediately upon becoming president.

After his vice-president, Luis María Argaña was murdered, he was implicated and protests broke out. An impeachment trial began and Cubas resigned and fled to Brazil. He returned to Paraguay in 2002 and immediately arrested and tried for conspiracy to murder Argana.
