In Pokémon Red/Blue, Yellow and Pokémon Gold/Silver/Crystal, Pidgeotto can either be obtained by evolving Pidgey or on a number of routes. In Pokémon Sapphire/Ruby, Pidgeotto is not available at all.Anime appearances
In the Pokémon Anime, Ash Ketchum had a rather strong Pidgeotto that he trained until it evolved into Pidgeot on Route 1, where he decided to free it. Perhaps it was this long permanence as part of Ash's team that made it gain so much popularity.
