Bay Lake is a city located in Orange County, Florida. As of the 2000 census, the city had a total population of 23. Like Lake Buena Vista, Florida, the entire population consists of employees of the Disney Corporation which controls the town and allows it to exercise governmental authority over parts of Walt Disney World.
